I am a japanese printmaker and I have a big problem with an art supply shop in US called Rembtandt Graphic Arts.
I have ordered them 200sheets of papers in March 2007, they charged 524USD my Amex card on the next day, so I already paid 524USD to Rembtandt Graphic Arts.
But Rembtandt Graphic Arts never send me the papers. I inquaryed them many times, after the long long stroy they said to do refund. I thought the problem was solved....but it didn't.
Rembtandt Graphic Arts didin't send me back the money order after the due date we set. And now no reply from my emails, even they refuse my international call (always answeringmashine just says Memory is Full!), of course no money.
I can't reach them anymore.

I have bought the papers some times from the shop befere, they had been mostly nice previously.
so I have no idea why they are awful now.
I have ordered the papers in March 2007 by email, I knew I got charged 524USD with my amex card the NEXT day.
I didn't think it was strange, because I asked them to do so before due to rate between Japanese-Yen and USD.
I have ordered them by sea mail as before, so I thought I would wait for several month...but Nothing has come.
Then, last Summer I send some emails for inquiry. No reply from them. I international-called them with my bad english.
They said ''We will send the papers NEXT WEEK", so I was waiting again. Nothing has come.
In Autumn, I emailed again. No reply. I tried several times. Finally they sent me an email said "We have shipped the papers.
but the tracer on the percel said it didn't reach you. So we send them again to you NEXT MONTH"
But I have been skeptical, bacause when they send me the papers reliably and safely before, they send me also the invoice and got charged again for shipping fee. I received them few weeks after I ordered.
This time, they said "we shipped them." but I never recieved the invoice or get charged the shipping fee.
That's why I am skeptical if they really shipped the papers.
In Winter, still nothing has come. I emailed again and again.
Then they said "If the papers won't arrive to you by next week, We comply a refund."
(also this time. I didn't recieve the invoice or get charged the shipping fee).
So I waited for more 2 weeks, and actually nothing has come, I asked a refund.
I announceed and set the due date for the refund 2 weeks later. But they didnt do a refund. I emailed again.
A few days after the due date, they emailed me that they didn't know how to send back the money( I proposed the Paypal. bacause of no commission fee, in that time YEN-USD rate has got worse for me,so I need a refund in USD, and I didn't want to make a quarrel like "I will sent/Nothing has come" anyomre)
I proposed again the way of the International Postal Money Order by a secure mail. And again nothing from them.
I emailed again and again finally they said" We will send the Money Order later THIS WEEK"
But They didn't. I was becoming so impatient. Last week I international-called again.
It's already took 3 weeks since they emailed " We will sent it in this week",
and they just said "We will send it within a couple of weeks."
They say always "We will.....next week/month", but actually they have done nothing.
